Jujuy Province (Argentina) The flag of Jujuy

The historical flag of Jujuy was originally known as "Bandera Nacional de nuestra Libertad Civil " (National Flag of our Civil Liberties) and it could be the oldest Argentine flag preserved. There are other Argentine flags in museums that may be older but their age has not absolutely been confirmed.

There was a custom in those days for holidays or patriotic events, parading the royal standard through the city and among the people. The standard was of a red field with the Arms of the Spanish King on its center.

General Manuel Belgrano thought that as the patriots were fighting against Ferdinand VII troops, the parade of the royal standard should not longer be made. To replace the standard Belgrano gave as a gift on May 25 of 1813 a new symbol to the City of Jujuy.It was referred in that times as "bandera " (flag) but it could have been a standard as it was meant to replace the royal standard. The texts refer to it as "Bandera Nacional de nuestra Libertad Civil " (National Flag of our Civil Liberties). As said before, this flag was originally intended as a replacement of the royalist standard and it was not as a regional symbol.

The design of this flag was a plain white field with the seal of the General Assembly, in session in Buenos Aires, painted at the center. In time, the seal of the Assembly would become the Argentine coat of arms.

The Phrygian cap in the coat of arms has an interesting design that looks more as a mascapaicha than as a European Phrygian cap. The mascapaicha was the ancient Inca royal red cap made of wool with a tassel of gold. It was an equivalent to a royal crown, worn by Inca emperors. In South America, during the first years of struggle for authonomy and independence, the ancient Inca Empire was seen as a kind of inspiration force. And some people even wanted to create a Monarchy with a king of Inca ancestry.

The flag has always been preserved as a holy patriotic (relic) symbol since there. But apparently it has been restored several times. It is possible that the red ribbon tiding the laurel branches of the Coat of Arms may have been changed during the federalist period of the 1830s or 1840s. The ribbon originally may have been sky blue.

The flag has been preserved in several different places of the City of Jujuy, for example the Cabildo (old City Hall), a church, the Provincial Legislature, and the office of the governor of the province. Since 1920 the flag could not be taking outside the City of Jujuy, in accordance to regulations by a provincial law.

The flag as provincial symbol

On November 29, 1994 the flag was adopted as provincial flag of Jujuy by Law No.4816. The initiative for this adoption was led by Dr. Miguel Carrillo Bascary. The text of the law is the following (first in Spanish, then translated to English):

LA LEGISLATURA DE JUJUY SANCIONA CON FUERZA DE

SALA DE SESIONES, San Salvador de Jujuy, 29 de Noviembre de 1994.-


    THE LEGISLATURE OF THE PROVINCE OF JUJUY ESTABLISHES WITH POWER OF

ARTICLE No. 1.- The "National Flag of our Civil Liberties", named like this by the City Council of of San Salvador de Jujuy during the ceremony of May 25th, 1813 when the flag was given to the City and to its people by General Doctor Manuel Belgrano, will be adopted as the "Flag of the Province of Jujuy."

ARTICLE No. 2.- The Provincial Flag represents:

    a) Jujuy ideals of autonomy as an indivisible part of the Argentine Republic constituted as a Federal State.

b) The courage of the people from Jujuy defending the Motherland during the war of Independence, and the gratitude by the people of Jujuy to the Commander of the Northern Army and creator of the National Flag, General Manuel Belgrano.

c) The spirit of freedom and federalism that encouraged the province since the first years of Emancipation.

d) The hard sacrifices and achievements of Jujuy's People through history.

e) The strength of the provincial institutions re-enforced in the Constitution as a symbol of democratic participation.

f) The qualities of the objectives in the Preamble of the Provincial Constitutions as a social project.

g) A calling to unity and love to the land by all the Children of Jujuy whatever place they are in.

ARTICLE No. 3.- The Provincial Flag will be represented by a white cloth reproducing exactly the painted coat of arms found on the original flag donated by General Manuel Belgrano. No inscriptions on the flag or fringes are allowed. Its length will have the proportions of 3 to 2 or 1 to 1 in relation to its width.

ARTICLE No. 4.- The Provincial Flag can not be larger than the National Flag when used together and it should be located in position immediately lower to the National Flag or parallel to its left. Proper protocol indicate that the place of honor must be always observed for the National Flag.

ARTICLE No. 5.- The right to hoist the Flag of the Province is for the following: All branches and dependencies of the Provincial Government. Municipal Governments. Cultural and Athletic delegations as well as delegations of any other character representing the Province and its Institutions outside its territory. The Associations of residents of Jujuy, Civic Groups of the Province. The Security Forces, the Armed Forces with bases located in the Province and their citizens.

ARTICLE No. 6.- The Provincial Flag will be hoisted inside the territory of Jujuy in all the historical and patriotic commemorative ceremonies.

ARTICLE No. 7.- The Provincial Flag will be hoisted in its own flag pole in all official ceremonies when the National Flag is also hoisted within the Province, except when lacking an additional pole, both flags will hoisted in the same flag pole.

ARTICLE No. 8.- When the Provincial Flag is carried by a standard-bearer a cravat it will be added with the colors sky blue and white, in the same way as they appear in the National Flag. On the extreme left of the cravat on the white stripe, a golden embroidered inscription will read the date "23 DE AGOSTO DE 1812" (23 August 1812) remembering the Exodus, the biggest heroic deed by the people of Jujuy. On the other side of the cravat will be embroidered symmetrically and with the same characters the date "18 DE NOVIEMBRE DE 1834" (18 November 1834) representing the moment when the Autonomy of the Province was announced.

ARTICLE No. 9.- The Executive Power of the Province will implement all the means for the making of a flag model that will serve as the pattern to copy all the reproductions. The Executive Power will also take the necessary steps for the publication of this law specially among schools and for the hoisting of the flag in all the provincial public buildings.

Furthermore in the offices of the heads of the three Powers of the State, the flag will be placed on the left side of the office.

ARTICLE No. 10.- This law must be announced to the Provincial Executive Power, to the Judicial Power, to the Provincial Municipalities, to the National Executive Power, to the National Congress and to all the Legislatures and Executive Powers of all the Argentine Provinces including the Federal District, and a copy to Dr. Miguel Carrillo Bascary should be sent.

Differences between the original flag and the Provincial Flag of Jujuy

The corbata (cravat, tie or ribbon) is a new feature not present in the original flag.

Finally some indoors provincial flags have the coat of arms embroidered. In this case the full yellow areas are represented in a golden material or are embroidered with gold. The original flag was painted.

It is important to add that the coat of arms in the historical and provincial flags is different from the Provincial Coat of Arms of Jujuy.

Six black ribbons in the flag?

The original "National Flag of our Civil Liberties" is preserved in the Government Palace of Jujuy inside a glass wooden frame. The flag is attached to the frame by six small dark things (similar to laces) that appear to be ribbons. These "ribbons" are not part of the flag itself. Some years ago some people understood them as part of the flag and that is why they added them to several provincial flags. Even a meaning was given to the "ribbons". But these six dark ribbons are not part of the flag itself, and they should not be present in the provincial flag.

After a contest, the Province of Chubut in Argentina has a new provincial flag, created by Law No.5292 .

In the center of the flag a wheel of gears will be observed: symbol of the industrial production. Behind the gear and over it a rising sun similar to the one shown in the Provincial Shield: "a great stylized, streamlined, symmetrical sun, whose rigid rays represent the fifteen (15) departments that integrate the Province and forecasting a shining future".

Underneath the rising sun, the identificatories attributes of the Provincial Shield are represented: "the Florentino Ameghino Hydroelectrical Dam, in an oblique perspective, estructure of fundamental importance that symbolizes the concretion of the efforts to dominate the River and the conquest of modern engineering, next to the creative effort of man for the development of the agriculture is represented by a great stem of wheat that stands perpendicular from the top of the dam". The yellow horizontal line: represents the rivers of the Province, and in particular the Chubut River, that crosses the territory from the West to the East and of from which the Province takes its name. This line expresses "the two historical stages of the political organization: the [historical] National Territory and the [present day] Province".

The [upper white] zigzag line alludes to the Mountain range of the Andes. The waving lower line represents the Atlantic Ocean. The celestial sky blue color symbolizes the sky and beauty. The yellow [symbolize] force, vitality and splendor as well as the wheat of the provincial agricultural production and the sun. The blue color symbolize justice, loyalty and truth. The white color symbolize purity and faith.

There is a new flag for the Province of Chubut, Argentina, since 6 January 2005. According to text of the law. the official colors of the flag are:

  • Light blue: Pantone 298 CVC
  • Yellow: Pantone Yellow 012 CVC
  • Blue: Pantone S 207 - 1CVS (Pantone Process Color System). This blue color is almost a Pantone 2935 CVC.

    Flag law

    The flag was made official by Law No.5292 of December 21, 2004. It was published in the official bulletin on January 6, 2005. The text of the law appears below, first in Spanish, then translated to English.

    LA LEGISLATURA DE LA PROVINCIA DEL CHUBUT SANCIONA CON FUERZA DE LEY:

    Art�culo 1�.- Establ�zcase como Bandera Oficial de la Provincia el proyecto ganador del concurso de "Creaci�n de la Bandera del Chubut", que se adjunta como Anexo I de la presente.

    Art�culo 2�.- La Bandera de la Provincia del Chubut tendr� el siguiente dise�o:

      1) Forma rectangular.

    2) En el centro de la bandera se observar� una rueda de engranajes: s�mbolo de la producci�n industrial.

    3) Por detr�s del engranaje y sobre �l se asoma un sol naciente similar al que aparece en el Escudo Provincial. "Un gran sol meridiano, estilizado, sim�trico, cuyos rayos r�gidos representan los quince (15) departamentos que integran la Provincia y son anuncio de un brillante porvenir".

    4) Debajo del sol naciente, est�n representados los atributos identificatorios del Escudo Provincial. "El Dique Florentino Ameghino, en perspectiva oblicua, obra de fundamental importancia que simboliza la concreci�n de los esfuerzos para dominar el R�o y la conquista de la ingenier�a moderna, junto al esfuerzo creador del hombre para el desarrollo de la agricultura, representada por una gran espiga de trigo que sale en forma perpendicular".

    5) La l�nea media amarilla: representa los r�os de la Provincia, y en particular al R�o Chubut, que recorre el territorio desde el Oeste al Este y de quien la Provincia toma su nombre. Esta l�nea expresa "las dos etapas hist�ricas de la organizaci�n pol�tica: el Territorio Nacional y la Provincia".

    6) La l�nea superior zigzagueante: alude a la Cordillera de los Andes.

    7) La l�nea inferior ondulante: representa al Oc�ano Atl�ntico.

    8) El color celeste: simboliza el cielo y la hermosura.

    9) El amarillo: fuerza, vitalidad y esplendor; tambi�n el trigo la producci�n agr�cola provincial y el sol.

    10) El color azul: justicia, lealtad y verdad.

    11) El color blanco: pureza y fe.

    12) Se utiliz� el patr�n internacional de colores Pantone para la determinaci�n crom�tica.

    13) Fueron tres (3) los colores seleccionados, el celeste de fondo de la bandera es "Pantone Estucado 298 CVC", para el sol amarillo se utiliz� "Pantone Estucado Yellow 012 CVC", y para la rueda de engranaje color azul "Pantone Cuatricrom�a 207 - 1CVS".

  • Art�culo 3�.- La Bandera de la Provincia deber� ser usada dentro del territorio provincial, en todos los organismos provinciales o municipales y en los actos de conmemoraci�n o recordaci�n hist�rica o patri�tica. En todos los casos se har� de manera conjunta con la Bandera Nacional Argentina (Ley Nacional N� 23.208). En las ceremonias oficiales, la rendici�n de honores se cumplir� exclusivamente para la ense�a nacional.

    Art�culo 4�.- Establ�cese que la Bandera Provincial ser� usada con m�stil propio en todos los actos oficiales en el que se enarbole el pabell�n argentino, salvo razones de fuerza mayor que autorizar�n para ser izadas ambas en un mismo m�stil; con la insignia nacional al tope del asta.

    Art�culo 5�.- Conc�dese derecho a utilizar la Bandera creada a los particulares; entidades culturales y deportivas y organismos de car�cter privado.

    Art�culo 6�.- Los agentes y funcionarios de los Poderes Ejecutivo, Legislativo y Judicial de la Administraci�n P�blica Provincial y Municipal formular�n promesa de lealtad a la Bandera de la Provincia del Chubut.

    Art�culo 7�.- El Poder Ejecutivo, deber� adecuar el trabajo seleccionado como ganador del concurso "Creaci�n de la Bandera Oficial de la Provincia del Chubut", de acuerdo a lo establecido en el art�culo 3� de la Constituci�n Provincial, haciendo uso de lo dispuesto en el art�culo 6� inciso "c" del Anexo I, de la Resoluci�n N� 46 de la Secretar�a de Cultura, que establece las bases del Concurso.

    Art�culo 8�.- LEY GENERAL. Comun�quese al Poder Ejecutivo.

    THE LEGISLATURE OF THE PROVINCE OF CHUBUT ESTABLISHES WITH POWER OF LAW:

    Article No. 1.- The Official Flag of the Province will be the proporsal that won the contest for "Creation of the Flag of Chubut", which is attached as Annex I of this [law].

    Article No. 2.- The Flag of the Province of Chubut will have the following design:

      1) Rectangular shape.

    2) At center of the flag there will be a cogwheel: symbol of industrial production.

    3) Behind and over the cogwheel a raising sun it is shown. [It is] similar to the one that appears in the Provincial Coat of Amrs. "A big meridian, stylized and sumetric sun. Its rays represent the fifteen (15) departaments that are part of the Province and are the announcement of a brilliant future".

    4) Below the raising sun, the attributes of the Provincial Coat of Arms are represented: "The Florentino Ameghino Dam, [drawn] in oblique perspective, work of fundamental importance that symbolizes the concreci�n of the efforts to dominate the River and the conquest of Modern Engineering, alongside the creative effort of the man to develop agriculture, [that is] represented by a big ear of wheat that appears in a perpendicular way".

    5) The middle yellow line: represents the rivers of the Province, and the Chubut River particularly, that travels through the territory from West to East and from which the Province takes its name. This line represents "the two historical periods of the political organization: the National Territory and the Province".

    6) The superior zigzag line: recalls the Andes Mountain Chain.

    7) The inferior wavy linee: represents the Atlantic Ocean.

    8) The sky blue color: simbolizes the sky and the beauty.

    9) The yellow color: strenght, vitalidad y esplendor; it also [recalls] the wheat, the provincial agricultural production and the sun.

    10) The blue color: justice, loyalty and truth.

    11) The white color: purity and faith.

    12) The international Pantone color system was used for cromatic determinaci�n.

    13) Three (3) colors were selected, the sky blue of the fondo of the flag is "Pantone Coated 298 CVC", for the yellow sun "Pantone Coated Yellow 012 CVC" was used, and for the blue cogwheel "Pantone Process Color System 207 - 1CVS".

    Article No. 3.- The Flag of the Province will be used in the provincial territory, in all the provincial or municipal branches and [it also will be used] in commemorative and historical patriotic meetings. In all cases [it] will be used alongside the Argentine National Flag (National Law No. 23,208). In official ceremonies, honor will be bestowed to the National Flag only.

    Article No. 4.- The Provincial Flag will be raised in its own flag staff in all the official ceremonies where the Argentine flag is raised, except when only one pole is available, both flags will be hoisted in the same pole with the National Flag on top and the Provincial Flag inmediately below.

    Article No. 5.- it is given the right to hoist the Flag to private citizens, cultural and sporting associations and private organizations.

    Article No. 6.- To the officials and employees of the Executive, Legislatives and Judicial Branches ofthe Provincial Administration as well as Municipal Governments, a pledge of loyalty to the flag of the Province of Chubut will be administered.

    Article No. 7.- The Executive Power will adapt the work selected as winner of the contest "Creation of the Official Flag of the Province of Chubut", to was established in accordance by article three of the Provincial Constitution, as per what was resolved on Article 6, clause "c" of Annex I, of Resolution No. 46 from the Secretary of Culture, that established the rules for the Contest.

    Article No. 8.- GENERAL LAW. Notify the Executive Power.

    Designer of the flag

    The flag was designed by Roxana Vanesa Jones, a noted painter born in 1977 in Gaiman and currently living and working in Puerto Madryn. The designer expected to link the flag with the provincial coat of arms, using some of its most significant elements as "a symbol of unity between all those who were born in the province". She attempted "to respect the Chubut identity and to synthesise historical, cultural, aesthetic and communication aspects".

    Provincial coat of arms

    The emblem was adopted by the law 523 of 9 December 1964. On the shield is shown the dam Florentino Ameghino, an hydraulic structure of great importance for the regional agriculture, as symbolized by the wheat spike growing from the dam. The fifteen sunrays symbolize the fifteen departments.

    In 1989 a new department of the province of Chubut was created by Provincial Law 3,317: the Departamento Atl�ntico. Therefore the number of departments of Chubut raised to 16. The original provincial coat of arms was modiffied by Provincial Law No. 5,295 on December 21, 2004. The present day model of provincial coat of arms has a sun with sixteen rays that stand for the sixteen departments of the province.
